There are a lot of people who often confuse the usage of tactics and strategy, thinking that these two are the same. Tactics are normally used to signify that there are some objectives that you would like to gain from the situation. For example, you know that you would like to do mountain climbing. You need to come up with tactics that will allow you to be motivated to climb the mountain. You may also want to motivate other people to climb a mountain with you so you will use tactics for that. When you say strategy, you would be thinking about the methods that you can do so that you can effectively climb the mountain.
