Before the Goblet of Fire chooses the four champions on Hallowen, Hermione asked Hagrid to join S.P E.W.
Hermione Granger is the founder of S.P E.W. in 1994, she started the organisation based on how the house –elves were treated with injustice at the 1994 Quidditch World Cup. She started the organisation to stand for the rights of the house –elves.

Hermione, alongside Harry and Ron visited Hagrid in his cabin before the Goblet of Fire, he refused Hermione’s offer to join S.P E.W. stating that the house – elves enjoyed their work.
