Seeds will expire even herb seeds at some point. However, some seeds will last longer depending on how and where they are stored. It also depends on whether the herbs are mixed with anything. If you grow your own herbs, then you will need to place them in a great dry storage area. If you buy the herbs, then the manufacturer will usually put the expiration date on the bottle of herbs. Usually people will keep herbs for about a year if they are stored in a good place. However, it really depends on the herbs. Different herbs can last longer than other herbs.

There are three types of seeds which include microbiotic, mesobiotic and macrobiotic. Most herb seeds are microbiotic or mesobiotic which means that they last for at most 3 years and at most 15 years respectively.
