People have been studying and writing about animals for many years. Sometimes, writers will have animals doing things that humans do. In the story, a lion is invited to a party because they are having an election. The tiger ends up being elected, but the lion responds by stating that he would reply later. Using this situation with animals even though this is a human event may be done by the author in order to show symbolism. The lion’s response may be symbolic for a deeper meaning.
