Fragment

This is a fragment because it is not a complete thought. in order to make this dependent clause a complete thought, we can add an independent clause like he had to take the bus to work. after adding a comma after shop. The sentence then reads, Because his car was in the shop, he had to take the bus to work. which is correct.
