The wrong statement is an activity cannot be represented by more than one arrow, but an arrow can represent one or more activities. When drawing an arrow flow chart for PERT/CPM, each event is a numbered circle. Each event can have multiple arrows coming from it with estimated times to complete that route.

For example, if you have an arrow between events 2 and 4 that would take 2 weeks, but the arrow between events 3 and 4 takes a week and a half, that means you have two ways you can get to event 4 that need to be done before event 4 is done. Each arrow represents one specific time frame between events. They don’t represent the events themselves.
