The WTO is an organization (the World Trade Organisation), whereas NAFTA is an agreement (North American Free Trade Agreement). The goal of WTO is to regulate international trade. Contrary, NAFTA is a regional free trade agreement between three countries: Canada, Mexico, and the United States.
