The answer is AT THE TIME THE TENANT ENTERS INTO THE RENTAL AGREEMENT OR AT THE TIME THE RULES OR REGULATIONS ARE ADOPTED. The landlord should present the rules when the tenant is entering into the rental agreement or whenever the rules are adopted. Waiting until the tenant violates them or until the tenant requests them may be too late. Landlords must give prior written notice to a tenant regarding a rule or policy change that is not included in the lease agreement (TX Property Code Section 92.013(a)).
