Some people may use progress and development interchangeably thinking that these two things are the same. They have slightly different meanings although they are related to each other. Progress means that from a certain point, there are some things that have changed for the better.

For example, the government may have a project to clean a dirty river. Whenever there are pieces of trash that are removed from the river, and whenever some area of the river begin to show signs of life, this is progress. The development will also indicate growth but it does not necessarily have the goal that progress has. Usually, progress is based more on a series of events while development will be based on the changes that occur throughout time.
