Producing more trash means wasting more money and using up more resources that could be put to better use. The smartest cities have also realized that much of what is considered to be waste can be a resource. Sometimes rules need to be made for give people the incentive to clean up after themselves. Make a rule that people should separate waste into trash, recyclables, and compostables.

If done correctly, you should only send about a quarter of the waste it creates to the dump. The government often doesn’t have the time or the desire to enact rules for cleaning cities. Also, most of the public isn’t aware of the importance of cleanliness and the consequences of having a dirty city.
