This question is whether or not yellow and red lights flashing are different, they are. Red lights indicate the bus has stopped and is picking up children or is in the process of going to pick them up. Yellow flashing lights indicate the bus is preparing to stop. there is a difference. Poor phrasing of the question. It is like asking if black is the same as white and then saying they are both colors.
