The Concept of Operations (CONOPS) is a document detailing the method, act, process, or effect of using an Information System.

The CONOPS is a statement of a commander’s assumptions or intent in regard to an IS and how it relates to the concept of operations embodied in campaign plans and operational plans. The concept is designed to give an overall picture of the IS and its function and environment.
