When 56 percent is expressed as a decimal it becomes 0.56. It is easy to understand where the decimal point should go when working with percents. the whole number 56 is assumed to be 56.0 when converting this to a percentage the decimal point is moved two places to the left becoming 0.56.
If you understand the role of the decimal point in relationship to 10ths, 100ths, and 1000ths it can be easy to not only memorize where to move the decimal point but also understand why you moved it there. The sytem is set up to function on a scale of 10's.
