Water causes substance formed with ionic bonds to dussociate.
Ionic bonds are weak in water, the substance dissociates into tiny particles that make them up.

Examples is table salt (NaCl). When dissolved in water, individual ion is surrounded by water molecules, this prevent opposite charged ions from coming close to each other enough to form ionic bond.
