What is the limit on such personal calls?

It is not against policy to have personal cell phones at work, or to have personal phone calls that are limited.

3 calls for 2-3 minutes each-personal calls of short duration, i.e., 2 to 3 minutes, may be received and made at an employees desk or work station. there is a limit of 3 such calls permitted per day. no international personal calls will be tolerated unless prior permission to make such a call is received from a supervisor, and the necessity is apparent. personal telephone call privileges are subject to change or termination at any time. for instance if you are found spending more than just limited time on personal calls, this privilege may be withdrawn. this also applies to personal cell phone usage while on company time.
