The correct answer is Libraries. Libraries do not require fireguards as there are no activities that require fire in the library. The probability of a suspicious fire activity occurring is rare.

However, hotels, theatres, and homeless shelters are widespread for fire activity as such there’s a need for fireguards in these places for safety purposes. Therefore options A, C, and D are incorrect. I hope this helps.
