Charlotte here refers to Charlotte Doyle, who saw Captain Jaggery for the first time in chapter 3. The moment that Charlotte saw the captain, she was impressed. She particularly liked the dignified appearance of the captain. It made her feel that she can trust the captain. The captain also reminded her of her father.

As the rest of the scenes unfold, it becomes obvious that Captain Jaggery is someone who is more authoritative. He said that he is the captain of the ship, and his orders should be followed. As a reward to the rest of the crew, he gave rum, which also shows that beneath his tough exterior, he cares for people.
