Cloture rule has helped solve political debate over the years. Cloture can be defined as a parliamentary process used to bring a long debate to a quick end or closure. The France National Assembly are the originators of "Cloture" which simply means "fence" in French.

On March 8, 1917 the cloture rule was adopted by the Senate of the United States of America. The cloture rule requires two-third (2/3) votes of the senators "present" at the meeting to be legally considered "filibuster-proof". Filibuster is a political motion where any member of the congress or parliament attempts to delay or debate the Senate action on a bill or other political matters.
