Can the team seek outside advice, help, information, and support during the sprint under the SCRUM rule?

The Team cannot seek outside advice, help, information, and support during the Sprint.

Since the Development team in scrum should be self-organizing and cross - functional, meaning it should be able to accomplish all the tasks associated to meet the increment without any outside help or assistance.

If the Team determines that it can address more Product Backlog during the Sprint than it selected during the Sprint planning meeting, it can select and add new items from the product backlog.
