A ratio or fraction scale shows the numerical ratio between distances on the map and Earths surface. A scale of 1 : 24,000 or 1/24,000 means that 1 unit on the map represents 24,000 of the same unit on the ground.
(unit - inch, centimeter, foot, finger length)
