What does it mean when your heart rate does not respond to interval training?

During an interval training, a normal heart rate should spike as you sprint and gradually fall during recovery. Mine stay consistent throughout the exercise, about 160 -170 HRM. Pace range between 3.20min/km (sprint pace) and 6.50 min/km (recovery pace). On regular runs my HRM runs about 155 +/-
