The celebration used to be done on October 12 but it was changed to the second Monday because of some reports wherein people are not too sure if it was actually October 12 when Christopher Columbus first set foot in America. There are some states that still consider this to be a huge holiday which means that the business establishments are closed but some states have changed it or just consider this as something to be recognized but they would still operate as usual.

Yes, since the year 1971, Columbus Day has always been scheduled to be celebrated every second Monday of the month of October. It was celebrated on Monday, October 14, this year, 2019. Though it used to be celebrated every October 12 before the year 1971 as a remembrance of the day that Columbus landed at America -October 12, 1492. The first celebration of this day was first done in the year 1792 by the St. Tammany in New York of the United States.
