The literacy rate in California is so alarming that it is considered to be a crisis. It is actually a crying shame and something must be done and it must be done immediately. The Literacy Project has reported that there are 45 million Americans currently who are either functionally illiterate or unable to read past a 5th grade level.

Furthermore, half of all adults can't even read a complete book. Twenty five percent of California is at the illiterate level. There are approximately 6 million students who can't perform basic reading skills. This is a very poor reflection on a state who is so high in taxes that should be going to remedy such situations and they are said to be for higher education too but...I can't tell.
