You can learn how to play chess from a book or website. Techniques such as pins, fork and skewers can be learnt from books and website. You can check some of these books: my system by Aron Nimzowitsch, Bobby Fischer teaches chess, Dvortetsky's end game manual, best chess endings by Capablanca. Try practicing on websites like chess.com and Lichess.

If you are interested in taking chess more seriously, you can enroll in a chess coaching class. You can try one of these: The Grandmaster's secrets by GM Igor Smirnov, Reassess your chess by IM Jeremy Silmon.
