Matching records are allowed, and no errors are reported. Unless the owner is specified, the Salesforce user doing the import will become the owner of all the files being imported. The administrator would have to do another data job or utilize the mass transfer device to change the owners after the records are made.
That will be much more difficult than setting the owner before the import. If the record owner is not specified, uploader becomes the owner of the record itself.
