Using Dimensional Analysis:

1000mL x 20gtts x1 hr = 20,000 = 13.88 = 14 gtts/min
24 hr 1 mL 60 min 1440

24 times 60 = 1,440

1000mL/1,440 = 0.71
0.71 multiplied by 20 = 14.2
14.2 rounded to the nearest whole number is 14.

The answer is 14.
