The correct answer to this question is D, that the cost of living was very high. On January 28, 1890, Rizal left Paris for Brussels, the capital of Belgium, with Jose Albert, where they stayed at a boarding house where he eventually finished second novel 'El Filibusterismo' between the years of 1890-1891.

The cost of living in Paris was quite high due to the Universal Exposition. The Universal Exposition brought in over a million people to the unveiling of the Eifel Tower. The results of this caused a boom in the economy with the opening of various shops, boutiques, and restaurants.
