In the United States, the laws favor pedestrians over drivers. Therefore anyone who was crossing the road has the rights to do so. However, this does not mean that anyone can cross the road at any time or at any point in the road. There are places for pedestrians to cross. That does not mean that people can run them over if they are walking across the street at an inappropriate place.

Instead the driver should be aware of people crossing the street. If a blind man is walking his dog then you should definitely let him cross the road even if you’re in a hurry. The blind man is probably at a crosswalk and has the right of way.
