Going against the government cannot be considered an act of terrorism. Yes, if one entity uses fear tactics to make the people get involved with them in a movement against another entity, then the first entity is surely conducting acts of terrorism. However, if an entity is fighting on behalf of the oppressed against a ruthless ruling party, then that entity can be considered as a freedom fighter if you adopt a neutral point of view.

Nevertheless, opposing parties often label each other as terrorists for the casualties that are faced on both sides including the loss of lives and the loss of property.
