I think it depends on whoever the people usually look up to. There are a lot of Asian people who feel that people from the West are attractive because they have naturally fair skin. This explains why those who are fair-skinned in their countries are considered to be attractive while those who have darker skin would like to improve their skin tone.

Take note that this is not actually true for all Asians. More and more Asians now are starting to embrace their very own skin color. It would still depend on their facial structure and their features that will make other Asians judge if they are attractive or not.
