Yes, Putin as a Russian president has high ratings and he has state machinery around him. As a former spy, it is hard to understand his mind as he is very secretive and pulls a lot of surprises. The uncertainty about his plans brings a lot of destabilization on the ruling elite, the political, and business leaders around Putin.
Russia's ruling system, while advocating for unit is divided along many lines like economic liberals, security hawks and people with personal and competitive business interests. Putin holds all this desperate interest together, so any hint of a vacuum at the centre of the system is disastrous.
